Overview of Dutch Work Authorization
Non-EU/EEA nationals generally need work authorization to be employed in the Netherlands. The Dutch immigration system offers several pathways, each designed for different circumstances. The most common route for professional employees is the Highly Skilled Migrant (Kennismigrant) scheme.
Highly Skilled Migrant (HSM) Visa
The HSM visa is the most popular route for international companies hiring professional staff from outside the EU:
- IND Sponsor Recognition: The employer must be registered as a recognized sponsor (erkend referent) with the Dutch Immigration and Naturalisation Service (IND). This recognition process takes approximately 2–4 weeks.
- Salary Threshold (2026): The employee must earn at least €46,107 per year (gross, excluding holiday allowance). A reduced threshold of €35,048 applies to employees under 30 with a qualifying master's degree (or equivalent). Scientific researchers and doctors in training are exempt from the salary threshold.
- Processing Time: Once filed, HSM applications are typically processed within 2 weeks — significantly faster than regular work permits.
- Duration: The HSM visa can be issued for up to 5 years and is renewable.
- Family Reunification: Partners and dependent children can join the employee in the Netherlands under family reunification provisions.
Other Work Permit Routes
- Intra-Corporate Transfer (ICT): For transferring existing employees (managers, specialists, graduate trainees) from a foreign entity to a Dutch entity within the same corporate group.
- Regular Work Permit (TWV/GVVA): For positions that don't meet HSM criteria. Requires a labor market test — the employer must demonstrate that no suitable candidate is available in the Dutch/EU labor market.
- EU Blue Card: An alternative to the HSM visa for highly qualified workers, with different salary thresholds and mobility rights within the EU.
- Orientation Year (Zoekjaar): Recent graduates of Dutch universities and qualifying foreign institutions can stay in the Netherlands for one year to find employment.
Becoming a Recognized Sponsor
IND sponsor recognition is a prerequisite for HSM visa applications and provides significant benefits:
- Faster processing times (2 weeks vs. months for regular work permits)
- Ability to sponsor multiple employees
- Self-monitoring obligations: maintaining employee records, reporting changes promptly
- Requirements: stable operations, clean legal history, and proof of dutiful behavior
BSN Registration & Practical Steps
Upon arrival, employees must:
- Register at the municipality (gemeente) to receive a BSN (Burgerservicenummer — citizen service number)
- Open a Dutch bank account
- Obtain Dutch health insurance (mandatory)
- Exchange driver's license if applicable (30% ruling holders can exchange without test)
